BASSETERRE, SAINT KITTS AND NEVIS June 11, 2009

PREAMBEL

1. TAKING INTO ACCOUNT the achievements and progress made in the fulfillment of the provisions of Resolution No. 04.03-05 of the 5th Extraordinary Summit of Heads of State and Government of PETROCARIBE (Maracaibo, July 13, 2008), which have contributed to the strengthening of the Organization;

2. HIGHLIGHTING that through the design and implementation of joint infrastructure project in the areas of oil, gas, electric power and renewable and alternative energy sources, PETROCARIBE is moving forward toward the achievement of energy security, thereby mitigating the effects of the global financial crisis on the member countries’ economies;

3. TAKING INTO CONSIDERATION the Energy Security Treaty of PETROCARIBE, signed on August 11, 2007, which represents a broad and sustained integration process contributing to energy security in the Caribbean region;

4. BASED on Resolution No. 03.02-04 adopted at the 3rd Meeting of the Ministerial Council of PETROCARIBE, (Cienfuegos, Cuba 2007) and Resolution No. 04.03-05 approved a the 4th Extraordinary Meeting of the Ministerial Council of PETROCARIBE, (Maracaibo, Venezuela, 2008).

The Heads of Delegations of the Ministerial Council of PETROCARIBE, decide as follows:

Resolution 05.08-06

Welcoming Venezuela’s offer to establish the permanent seat of PETROCARIBE Executive Secretariat in the city of Caracas. In this regard, member countries undertake to appoint rotating representatives in order to assure planning and execution of projects identified by Technical Groups, thereby advancing the setting up of common policies on these areas. They also approve the proposal to establish the mechanisms required to strengthen the Executive Secretariat in the understanding that resources for its operation and functioning will be contributed by PDV Caribe.


Resolution 05.09-06

Approving the Mechanism to offset the Financing of the Oil Bill with Goods and Services (annex), submitted by the Executive Secretariat, in order to promote offsetting as an alternative to honor commitments, facilitate access of small and medium-sized producers to trade exchange, as well as taking advantage of the economic potentialities of PETROCARIBE member countries, based on the principles of cooperation, complementariness, solidarity, equity, sovereignty and conservationism, in agreement with the corresponding internal procedures.

Resolution 05.10-06

Direct the Petrochemical Technical Group to include among its options, as part of the scope of the studies this group is developing, the evaluation of the inclusion of raw materials autochthonous of each member country for the production of fertilizers; and to design a continuous urea supply scheme based on the demand in member countries, through bilateral agreements in the framework of PETROCARIBE.

Resolution 05.11-06

Supporting advances made in the application of the Verification and Audit Mechanism, which have contributed to the strengthening of our cooperation mechanism and the development of social projects of the ALBA Caribe Fund. In this regard, we directed PETROCARIBE’s General Auditor to continue applying this mechanism in the remaining countries. To this end, we, member countries, agree to present the General Secretariat with the names of the auditors that may be required, for them to take part in the different review stages. 

Resolution 05.12-06

Approving the implementation of the Catalogue of Courses for the second semester 2009, presented by the Executive Secretariat, related to initiatives for education and training in energy matters of technical and professional cadres. Moreover, they made the commitment to appoint professional and technical youth to commence training programs in all activities of the oil industry, thereby accepting the Venezuelan proposal. Within this context, the corresponding Technical Group is hereby directed to study and propose a certification program for PETROCARIBE operators, which will serve as protocol for the free exercise of certified professionals within the scope of member countries territories.

Resolution 05.13-06
 
Approving the Communication Strategy 2008-2009 under the terms proposed by the Executive Secretariat. In this sense, approval is given to disburse the funds necessary for dissemination of the official Website, and publication of the Bi-monthly Bulletin and the Graphic Identity Manual. Moreover, the Communicational Group is directed to consolidate and accelerate dissemination of the achievements and consolidation of PETROCARIBE institutional image at all levels. 

Resolution 05.14-06

Approving the Schedule of Activities for development of the Master Plan for Gas Supply to the Caribbean in the terms proposed by the Executive Secretariat (attached), that considers all transportation possibilities necessary to meet the requirements of member countries. Moreover, we approve commencement of the location of pilot projects for the supply of gas in Haiti, Nicaragua, St. Kitts and Nevis, Antigua and Barbuda and Dominica.

Resolution 05.15-06

Directing the Technical Groups on Energy Saving and Efficient Use to reassess the portfolio of projects approved in Resolution No. 04.03-05 of the 4th Extraordinary Meeting of the Ministerial Council, based on the study of the Caribbean Energy Matrix in order to ensure a more balanced and fair distribution of projects among member countries. 

Resolution 05.16-06

Approving the conceptual bases of the proposal presented by the Venezuelan delegation to create the PETROCARIBE Integrated Fund supported by the oil bill portion financed through the Bank of ALBA, taking into account the principles of solidarity, complementariness and respect for the sovereignty of the peoples. Similarly, presenting to the consideration of the 6th Summit of Heads of Sate and/or Government of PETROCARIBE the financing mechanism developed based on such principles. To this respect, we agree to the formation of work teams that will structure the technical, financial and legal processes necessary for the transition to this new scheme, the results of which will be presented within a three-month term to the Heads of State and/or Government of PETROCARIBE.
