RESOLUTIONS 03.02-05
ADOPTED BY THE 4th PETROCARIBE SUMMIT OF HEADS OF STATE AND GOVERNMENT. CIENFUEGOS, CUBA - December 21st, 2007

Resolutions No. 03.02-05

PREAMBLE

1. Acknowledging the creation of PETROCARIBE as an initiative of the President of the Bolivarian Republic of Venezuela, aimed at contributing to the economic and social development of the peoples through the sovereign use of energy resources and for the integration of Caribbean countries;

2. Highlighting the PETROCARIBE Energy Cooperation Agreement, signed at the 1st Summit of Heads of State and Government held in Puerto La Cruz, Venezuela, on June 29th, 2005;

3. Reiterating the statutes of the Organization and the Secretariat for the positive development and functioning of PETROCARIBE;

4. Taking into consideration PETROCARIBE’S Energy Security Treaty (EST), which constitutes a comprehensive and sustained integration process developed to contribute to the Caribbean region’s energy security, and which was signed on August 11th, 2007.

The Heads of State and/or Government of PETROCARIBE member countries, in adherence to the PETROCARIBE Statutes signed in Montego Bay in September 2005, do hereby decide:

1. To incorporate the Republic of Honduras as a member country of the PETROCARIBE Organization, this country having fulfilled the requirements and expressed an interest in joining the Organization, acknowledging and accepting its statutes and resolutions.
