Resolutions adopted by the 7th. meeting of the Ministerial Council of Petrocaribe

Managua, Republic of Nicaragua

24 and 25 October 2011

PREAMBLE

  1. HIGHLIGHTING the Energy Cooperation Agreement PETROCARIBE signed on 29 June 2005, at the 1st Summit of Heads of State and Government, at Puerto La Cruz, Venezuela;
  2. ACKNOWLEDGING that the Energy Security Treaty (EST) of PETROCARIBE, signed on 11 August 2007, is the basis for the achievement of energy security in the Caribbean region;
  3. HIGHLIGHTING that PETROCARIBE, in seven years of functioning, has consolidated itself, as a mechanism of energy, social and economic integration and cooperation, that has helped reduce the existing energy asymmetries in the region, based on the principles of solidarity, complementarity and respect to sovereignty and self-determination of the peoples;
  4. ACKNOWLEDGING that PETROCARIBE, besides articulating strategies that lead to a regional energy security, through the design and execution of joint projects, also constitutes a factor which allows facing the effect of the world financial crisis on the economies of the member countries, through the savings of a portion of the oil bill and direct trade among the countries that are members of PETROCARIBE;
  5. ACKNOWLEDGING the important results and advances achieved in the region, especially in the social and energy fields, as a result of the programmes and cooperation initiatives instrumented among our Nations;

The Heads of Delegation of the Ministerial Council of PETROCARIBE do hereby resolve:

Resolution 07.24-07
In order to continue with the works of the technical verification and Audit Group in member countries of PETROCARIBE, the road map submitted to this Ministerial Council, which includes the Audit Plan programmed for 2012 is hereby approved. In this sense and with the purpose that the member countries participate in this verification mechanism, the delegates of this Ministerial Council commit themselves to send, within three months, the appointment of their respective auditors. Likewise, the Technical Audit Group is instructed to draft and circulate a Regulatory Framework, on which the countries shall present their comments. This regulatory framework shall be presented and submitted for its approval at the next Ministerial Council.

Resolution 07.25-07
The Ministers acknowledge the Course Catalogue and ratify their will to appoint the representatives of member countries in order to review the course catalogue proposed for 2012, and they ratify their will to appoint their representatives for each country as deemed necessary for the advance of projects on this matter and they are hereby instructed to review and present their remarks on the catalogue already delivered. Also, the Ministers instruct that the necessary resources for the application of this course catalogue be budgeted so as to be submitted at the next Ministerial Meeting.

Resolution 07.26-07
In principle, the Ministers approve the preliminary Oil Bill Compensation Manual submitted by the Fair Trade Group. This manual shall serve as an instrument to allow the formalization of an alternate scheme for the exchange of goods and services under preferential and fair conditions within the framework of the PETROCARIBE Agreement. Likewise, this Compensation Manual shall be submitted for its revision and approval at the next Ministerial Council.

Resolution 07.27-07
In principle, the Ministers approve to allot resources from the oil bill for the dissemination of an integral PETROCARIBE communication plan, which includes, among others, prominent media and social information, both culture and social. Similarly, they instruct the Technical Communication Group to present at the next meeting of the Ministerial Council a budget which takes into consideration, among other actions, the inclusion of public media to the integral communication plan of PETROCARIBE, the creation of a digital database with media information collected by each country about PETROCARIBE, and a plan of cultural and sports events, among others, which shall be submitted for approval at the next Ministerial Council. The Ministers commit themselves to appoint a technical representative specialised in communication in order to guarantee the inclusion of specifications and characteristics that are adequate for each country in the media message and in the image of PETROCARIBE.

Resolution 07.28-07
The Ministers instruct the Technical Group of Rational and Efficient Use of Energy and Renewable Energy to complete a road map on this matter, which includes the definition of the priority projects to be developed in the Caribbean area in this matter. Given the high level of investment that these projects require, the Ministers instruct the group Rational and Efficient Use of Energy and Renewable Energy to study and assess, within six months, the potential associated to the production of renewable energies and to the generation of savings as a result of the efficient use of energy, including in this analysis the estimates of cost and benefits so as to establish the level of corresponding priorities. The Ministers commit themselves so that a technical representative on this matter be appointed in order to guarantee the achievements of the objectives set this group.
The Ministers acknowledge the efforts of the Group of Rational and Efficient Use of Energy and Renewable Energy in including the primary energy matrices of the Project Alba la Fe in Nicaragua, as well as from the solar cell project in El Salvador.

Resolution 07.29-07
The Gas Technical Group is hereby instructed to carry out a review of the Gas Supply Master Plan for the Caribbean and Central America in the terms proposed by the Executive Secretariat, which include: update of short-, medium- and long term energy demand studies; deepen and update technical studies implemented out and redefine pilot projects. The Ministers thank the proposal made by Venezuela about moving forward the basic engineering of gas related projects selected to be developed, and instruct the Gas Technical Group to submit its results to this Council once they are obtained.

Resolution 07.30-07
The Ministers acknowledge the Prilled Urea Supply Scheme presented by the Petrochemical Technical Group, which includes a proposal for the allotment of prilled urea production quotas for the member countries that so require, and commit themselves to present it to the next Heads of State and Government Summit for consideration.

Resolution 07.31-07
To adopt and implement the recommendations stated in the Final Document (Attached) of Petrocaribe First Technical Meetings, carried out between 14 and 17 June 2011 in Margarita Island, Venezuela. In addition, they resolve to hold Petrocaribe Technical Meetings in the month of June of each year, as the permanent stage to address and review the development of the Agreement’s operational matters.

Resolution 07.32-07
The Ministers approve the creation of the Energy Technical Group in order to deepen progress made related to the existing asymmetries in the electric energy sector, as well as to activate cooperation mechanisms for developing electric projects within the Petrocaribe framework. 

Resolution 07.33-07
The Ministers applaud Venezuela’s initiative of proceeding with the assignment of a physical space for the work of Petrocaribe Executive Secretariat. In this regard, they instruct the Executive Secretariat to submit an organizational structure for its work, and once the structure is approved at the next Council, they commit themselves to appoint the necessary officers for the Secretariat to work effectively, limiting such appointment to the officers strictly necessary for the efficient work of the Executive Secretariat.

Resolution 07.34-07
The Ministers agree on the need to hold the 8th meeting of Ministers before the end of this year in the city of Caracas.

Resolution 07.35-07
The Ministers acknowledge that a document for discussion related to the work of a Directors Committee of Petrocaribe is being circulated, and commit to study it and make the corresponding comments to submit it for discussion and approval at the next Petrocaribe Ministers Meeting.
